昨日（6月5日）矿业圈内好几个公众号都转载了《一中国公司被禁止在厄瓜多尔镇进行采矿活动》这篇文章，吃瓜群众看后奔走相告：庄胜公司厄瓜多尔的金矿出事了！细看，文章是源自上海有色网的独家要闻， “曹愉钦翻译自外网”。但没有说明具体引用的连接。经查核，外网来源基本可以确认:

西语我看不懂，英文还是能看懂一点的。我们通过对比，看看上海有色网是如何不讲底线的，写出如此渣渣的“要闻”。

A judge from the Ecuadorian province ofCuenca ruled that Ecuagoldmining South America S.A, owned by Chinese investmentfirm Junefield Group S.A., violated article 57 of the country’s Constitution,which establishes people’s right to be consulted prior to the development ofany resource exploitation project in their communities.
来自厄瓜多尔昆卡省的一位法官裁定，由中国投资公司庄胜百货集团有限公司持股的Ecua gold mining金矿公司违反了该国宪法第57条，该条款规定任何公司在开发资源项目都应征求当地社区的意见。

Judge Paúl Serrano said that given suchviolation, Ecuagoldmining should immediately halt operations at its Río Blancogold/silver project. His decision was in response to a motion presented byEcuarunari, an organization that represents 12 ethnics groups that belong tothe Kichwa nation, whose members alleged that there were legal gaps in theconsultation process for Río Blanco and that, therefore, the environmentalpermits granted were not valid.
Ecuarunari also argued that the company waspolluting water sources, which is considered very dangerous given that theproject is located in the area of influence of the Cajas National Park.

另外，环保组织Ecuarunari认为Río Blanco项目在征询意见的时候钻了法律的空子，所以环境许可无效。这恰恰说明，EcuaGoldMining征求了所在社区的意见，只是就具体问题有分歧。上海有色网怎么就翻译成了“没有与他们进行协商”？南美国家历来是社区问题的重灾区，庄胜公司在南美耕耘多年，项目都进展到了达产的程度，怎么可能忽略社区问题呢！
再者，环保组织Ecuarunari认为项目位于Cajas国家公园影响的区域。上海有色网故意把“影响”二字去掉，变成“国家公园区域内”。这都啥年代了，我国的企业家再素质低也不至于去人家国家公园内开矿去吧。再说，厄瓜多尔国家的环保部门怎么可能批准国外的矿业公司跑到自己国家公园内开矿呢？上海有色网是要黑庄胜公司呢，还是黑厄瓜多尔政府呢？
Project development started in the early2000s but it was in2016 when theChinese miner began exploiting the 5,708-hectare site, located between thetowns of Molleturo and Chaucha in the Cuenca municipality of the southern Azuayprovince. Production is estimated at 800 tonnes of ore per day.
According to El Comercio newspaper,activities at the mine were halted almost a month ago following protests byanti-mining groups.
In parallel with the rallies, Ecuarunaripresented the aforementioned motion before Azuay’s Court of Justice. Theaudience to hear their case ran for about four hours last Friday. Once allparties presented their arguments, the judge decided that it was urgent to stopmining operations at the site, to remove all military personnel from the areaand to ask the Ombudsman's Office to make sure that the ruling is observed.
The decision can be appealed before theProvincial Court of Justice. However, Ecuagoldmining has not made publicwhether it is going to pursue a new legal action.
In a video published on Ecuarunari’s Twitterpage, the organization’s president Yaku Pérez said that this decision sets aprecedent because it is the first time that the justice system sides withIndigenous communities and not with the government or foreign companies.

更可笑的是，上海有色网让环保组织Ecuarunari的主席Yaku Pérez去当EcuaGoldMining“公司的总裁”。
上海有色网《一中国公司被禁止在厄瓜多尔镇进行采矿活动》的报道，前前后后根本不是翻译的问题，而是移花接木、歪曲事实。这种做法，有故意为之的嫌疑！作为有色矿业内有影响力的网站，报道应该实事求是，而不是博眼球，标题党。
